Cabinet Decisions

The Cabinet approved the creation of a Special Purpose Vehicle (SPV) to oversee the implementation of Phases I and II of the Intercontinental Slavery Museum project. The functions of the SPV will include, among others:

    • Developing a comprehensive list of objects and reconstructions of objects, documents, models, replicas, and other materials to be part of the Museum’s collection;
    • Developing and fine-tuning the plot for the Museum’s permanent exhibition concept;
    • Drafting texts for different exhibitions, exhibition descriptions, multimedia brochures, scenarios for short films to be presented on TV screens, and all related written documents;
    • Planning the use of indoor and outdoor spaces and determining specific exhibitions to be housed there;
    • Collaborating with experts and stakeholders in different research areas to gather information necessary for developing the Museum’s content;
    • Engaging the services of multidisciplinary technical and scientific teams.

During the initial phase of its operation, the SPV will be a government-owned company, and Mr. J. M. Simonet, currently the Secretary to the Civil Service, will be its president.

4. Cabinet has agreed to the setting up of an Intercontinental Slavery Museum, as recommended by the Truth and Justice Commission, at the Ex-Labourdonnais Military Hospital in Port Louis. The Museum would give more visibility to slavery and the slave trade in the Indian Ocean, promote slave history, and emphasize the contribution of the African Diaspora in the world development. The functions of the Museum would be, inter alia, to – (a) study slavery and slave trade in the Indian Ocean;
(b) gather, collect and preserve documents and oral history on slavery; (c) create and preserve a catalogue of artifacts related to slavery; (d) host a permanent exhibition and organize regular roving exhibitions; and (e) promote curricular development, scientific research, as well as the production of educational and pedagogical materials.

8. Cabinet has agreed to the setting up of a Special Purpose Vehicle (SPV) for the implementation of both Phase I and Phase II of the Intercontinental Slavery Museum project. The functions of the SPV would, inter alia, be to – (a) develop a list of objects and reconstitutions of objects, documents, models, replicas, that would be part of the collection of the Museum; (b) develop and edit a storyline for the permanent exhibition concept of the Museum; (c) prepare texts for the different displays, the exhibition texts, the multimedia brochure, texts for short films to be shown on TV screens and all related literature; (d) work out the use of indoor and outdoor spaces and the displays to be contained therein; (e) liaise with experts and other stakeholders in various fields of research to gather information that would enable the development of the content of the Museum; and (f) enlist the services of multi-disciplinary technical and the scientific teams. The SPV would be a 100% Government-owned Company in the initial stage of its operation and would be chaired by Mr J. M. Simonet, currently Secretary for Public Service.
